Laguna Hills is built on land that was part of the Rancho Niguel, granted to Don Juan Avila in the 19th century. In 1894, Lewis Moulton expanded the ranch to 22,000 acres, using it for sheep and cattle grazing. The area was subdivided in the 1960s, eventually forming Laguna Hills. The city was incorporated on December 20, 1991, following a successful vote. Subsequent annexations occurred in 1996 and 2000, expanding its boundaries. In 2004, the City Hall moved to 24035 El Toro Road, providing additional commercial rental income for the city.
According to the 2010 U.S. Census, Laguna Hills had a population of 30,344, with a density of 4,532.4 inhabitants per square mile. The racial composition was predominantly White (72.7%), with significant Asian (12.6%) and Hispanic or Latino (20.6%) communities. Most residents (98.8%) lived in households, with 10,469 households in total. Of these, 60% were opposite-sex married couples, and 34.7% had children under 18. The average household size was 2.86, and the median age was 40.8 years. There were 11,046 housing units, with 74.7% owner-occupied. The Taj Mahal Medical Center has been a local landmark since 1964.
